This is a dual range meter which was made only in serial number over 90,000 and corresponds to the ND filters in the later AIII cameras.  You could set the red dot setting and read directly the reading for use with the ND filter in place or use the white scale for the standard reading.  I have only seen one of these meters in my life, and I own it, never seen another and don't have any idea how many were made, but I would be surprised if it was more than a few hundred.  It is mentioned in Heckmann's "Minox: Variations in 8x11" however and stands as another Minox mystery.
